Securing higher education funding is a vital step for thousands of freshmen joining Kenyan universities. Pre-Application Checklist: What You Need Before Starting

Before you log onto any portal, ensure you have scanned, clear PDF or JPEG copies of the following mandatory documents

  • Your Documents: Your National ID card (or Birth Certificate if you are under 18), valid email address, KCPE and KCSE index numbers, passport-size photo, and your official university admission letter
  • A Personal Mobile Number: The phone number used must be registered under your own name with a service provider (e.g., Safaricom). Numbers registered under a parent’s name will fail ownership verification.
  • Parents’ Documents: National ID numbers, active mobile phone numbers, and income verification details. If a parent is deceased, a death certificate is strictly required
  • Guarantor Details: National ID numbers and phone numbers for two employed or verified adults willing to act as your loan guarantors.

Step 1: Account Creation on the HEF Portal

First-time applications are no longer hosted on the old standalone HELB student site. They are processed directly through the unified Higher Education Financing (HEF) Portal

  1. Open your browser and navigate to the official HEF Portal web page.
  2. Click on the Student Portal tab.
  3. Select Register and indicate whether you have a National ID number.
  4. Enter your first name exactly as it appears on your identity document, alongside your ID number, to validate your citizen profile.
  5. Provide a functional email address and create a strong password. Check your email inbox within 24 hours to click the activation link sent by the board.

Step 2: Profile Update and Biodata Entry

Once activated, log back into the HEF Login Page using your verified credentials

  1. Enter your phone number to receive a one-time verification code (OTP) via SMS.
  2. Agree to the mandatory personal data processing consent clause.
  3. Fill in your comprehensive biodata: residency status, county, constituency, ward, and primary/secondary schooling history.
  4. Input your current university admission details as specified on your official letter.
  5. Complete the Parents’ Profile section meticulously. You must indicate their marital status and income details truthfully, as this dictates your financial need tier.

Step 3: Financial Literacy Assessment

Before the loan options unlock, the portal requires all first-time applicants to view a brief educational guide on credit responsibility

  1. Click on the designated Financial Literacy Guide.
  2. Answer the quick, multiple-choice questions regarding loan repayment, interest, and grace periods.
  3. View your results and click Proceed
  4. Step 4: Selecting the Funding Option (Scholarship & Loan)

Once your profile status reads 100% complete, you will be navigated to the applications menu.

  1. Select the First Time Undergraduate Scholarship and Loan option
  2. If you want the state to cover your direct school fees while providing you with money for living expenses, make sure to select the option for Both Scholarship and Loan
  3. Enter your Guarantor details. The portal will send an immediate verification prompt to your guarantors’ phone numbers for acknowledgement
  4. Input your preferred payment disbursement method. You can select a personal bank account or link your verified mobile wallet (e.g., M-Pesa).

Step 5: Final Submission

  1. Review all the fields to ensure there are no typos in your index numbers or account digits.
  2. Click Submit Application.
  3. A pop-up message will display your application’s unique Loan Serial Number. You will also receive a copy of your confirmation via email.
  4. Note: The process is entirely digital and paperless. You do not need to print out physical forms or drop them off at Huduma Centers

How Funds are Disbursed

Once the verification window closes, HELB splits the successful funding into two allocations

  1. Tuition Fee Allocation: This component is sent directly to your university’s bank account to cover your academic semester bills.
  2. Upkeep Allocation: This portion is deposited directly into your designated personal bank account or mobile wallet every semester to cover accommodation, food, and stationery
